While upgrading or submitting new application, you may get an error message from the App Hub saying…

The [NeutralResourceLanguage] attribute is missing on the entry assembly. (2003)

Here is what you need to do. If you don't want to do all of that, try doing this…


    Go the Properties page of your Project
    Click Assembly Information, in the Application Tab.
    Set it to English

    Compile and resubmit.
    I was facing the same issue, and this got me running. YMMV!
